The issue with the screen in your HP TouchSmart tx2z-1300 CTO Notebook PC falls under accidental damage. HP does not cover accidental damage under normal factory warranty and the notebook cannot be repaired for free in our service center.

Minimum cost for the repair would be : $298 + taxes. Exact cost can be determined in service center based on the condition of the PC.
